Heh, thanks for reminding me to inspect syslinux.cfg. Looks like at some point in the past I put "i8042.nomux i8042.dumbkbd" on the APPEND line (as a workaround for a non-standards-compliant USB keyboard), but maybe those parameters aren't needed anymore, because the same keyboard works fine on another CRUX machine without such kernel parameters.

On the other hand, that other CRUX machine has fewer USB ports, so the keyboard is connected through a USB dongle, which might be compensating for any out-of-spec signals.

Nothing to do with the bootloader, because SiFuh tried the udevadm commands (at the end of /sbin/start_udev) on an already-booted system and got the same ^@ output. To get past SiFuh's redirection of stdout and stderr to /dev/null, there had to be a forked udevadm process working in the background.
