nobaroo: Doable with extracting a specific frame, and then you can cram it into a heif container using your tools of choice (gpac?).

I dont own a phone but all of my family members' phones have full support for heif, both reading and creating, so if this is possible it would be super awesome

they are all android, And I think it actually started on iphone, so im sure iOS devices do too

I thought mp4box/gpac only worked on mp4 files. Last I checked it would not even mess with mpegts or mkv

I don't know how complicated the container format/specification actually is. I think it's probably possible to just compare a real heif file from their phone, and dissect it in a hex editor and steal the top/(and bottom?) of the file. But im not sure how complicated it is to do this

header would have metadata about frame and its parameters. seems that Mp4box might help you there accordign to the snippets of the manual...

It might offer to make an index for the .h264 file then let you navigate frame by fame so you can pick out whatever frame you want with precision
