okular, evince, and whatever firefox is doing are probably all poppler; might be worth trying a different backend like ghostscript

PDFs lacking embedded fonts are a limbo: they may be good or bad depending on what fonts you have installed and how your PDF viewer is configured

the main font in that document is a serifed monospace font, probably not either

there are others, and my thought is that the serifed monospace font may not be the correct font, which is why it's displaying wrong
