if i had to venture a guess, he probably has recently experienced a native Android app stealing so much of his monthly bandwidth allocation that it caused him actual real-world strife of some sort, and naively thinks that couldn't have happened if there wasn't a browser installed, so tried to uninstall it and found out you can't, completely oblivious to all the other ways Android is stealing his bandwidth
