decoding is always bit-perfect with any half modern codec

but yeah, specs of modern video codecs generally make decoding deterministic, so if a decoder doesn't produce _exactly_ the specified output for a given input, then the decoder is broken.

I was looking at encoding options for h.265 and had a question about two-pass vs using a crf. Is the purpose of two pass to get the best quality for a fixed size? I've been using -crf and that seems to do what I want otherwise.
