<farkuhar> USA regulators want to break up Google and force the sale of its Chrome browser. It reminds me of the heavy-handed approach that was once advocated for Microsoft and its Internet Explorer.

<farkuhar> Why is it the web browser that the regulators single out for sale? I would think greater societal benefits would emerge from selling off their G-Suite (Gmail, Google Docs, Google Drive, ...)

<farkuhar> Section V of the proposed judgment is where the Chrome divestiture appears (subsection A), followed immediately by subsection B which recommends selling off the Android business too. If Google decides to retain control of Android, then preferential placement of its own search engine on Android platforms (indeed, on any Google-owned product) would be prohibited.

<farkuhar> Section V is motivated by the goal of increasing competition in three areas: general search queries, text advertisement embedding in search results, and generative artificial intelligence. The plaintiffs apparently believe that Chrome is the linchpin through which these product categories have been monopolized by Google.
<farkuhar> Android has contributed to the monopolization to a lesser extent, and hence the plaintiffs are allowing Google the option of keeping the Android business in-house. Notice that there are eight references in the draft judgment naming Apple specifically (the other dominant smartphone provider).

<farkuhar> The plaintiffs have good reason for believing that the smartphone market is sufficiently competitive, so that Google doesn't need to divest itself of Android. As for my suggestion that selling off the G-Suite would have greater societal benefits, maybe so (if the eventual buyer had stronger talent designing user interfaces), but it wouldn't address the plaintiffs' concerns about monopolies in the three key product areas (GSE, Text Ads, AI).
