brook: that implies bootrom is not able to find a bootable next stage (normally u-boot SPL)

and presumably you have it connected via usb to a computer, which is why it stops: a fallback boot method for bootrom is bootp/tftp over RNDIS so once your computer enumerates it as a usb device it won't continue trying other boot methods anymore

otherwise you'd continue to see CCCC via the serial console, which is bootrom attempting to boot via XMODEM

anyway, it implies eMMC either has no bootloader installed (normally at sector offset 256) or is for some reason inaccessible to bootrom
