grain sythesis is a part of the AV1 spec, HEVC doesn't have it, therefore a HEVC encoder cannot do it.

Also there is AFGS1 to use AV1 film grain in MPEG codecs now, too (which might actually get more takeup, because people already have the implementation to do it).

it was actually pretty funny reading the old specification documents where panasonic (working for high profile H.264) was throwing shade at the company doing the film grain SEI and vice versa
