gurki: to my knowlege "horse creek" is the name of a single specific chip which may or may not ship to customers, one of which is sifive for use on the hifive pro p550 board. I don't know or particularly care how the contract is structured, but any modern SoC uses IP from enough vendors that it's difficult to count them
