FreeCad can convert SCAD files into curves which should allow a STEP export

the question is what you gain in comparison to an 3mf file - parametric editing the file is probably only possible in SCAD

in this case possible means "could be implemented in the openscad source code" and not that it is currently in any way usable

there will always be limits, e.g. regarding hull() minkowski() and maybe others

yes, it's already complex considering the libraries implementing STEP are usually about 10 times the size of complete current OpenSCAD with GUI :)
