Is there a way to grab a capture of POR with litescope? Like I load my design then run litescope to dump the already captured buffers?

Does litex have an easy way to integrate xci IPs ? (Like I just generate the xci in vivado, then add it somehow to litex and I can use the instance and it just takes care of generating it from the xci and add it to the project)

tnt: you can add the .xci with add_ip to Vivado, but this is not automated, you'll still have to create the instance/LiteX integration yourself.
