and back in the Chromebook days, we even had devs updating parameters for rates to variants not interfere with hdmi output (I think)

I am not familiar with Rockchip PLLs in particular, but sometimes specific PLL parameters can be changed in a glitch-free manner. A table allows you to chose the initial parameters such that you can optimize the range that you can reach glitchfree
