I have followed every step from the guide. Even changed auth method in /etc/koji.conf to ssl in place of default kerberos

So it sounds that koji-hub has no access to DB.

Check that postgre is running, that you can connect to it with koji account, check vat koji-hub config is correct, check systemd unit/journal logs from koji-hub, check apache logs, etc.
