I am looking at the time stamps of the messages and it is roughly 20ms gaps between each one

not sure what you mean, it's sending one message per iteration of your loop, so the message rate will be exactly equal to the sample rate of the load cell

and I'll see if I can do a little test later to see if I can figure out why you're having trouble with gpio, maybe there's a non-obvious mistake in my header or something
