river uses xkb for keyboard handling, which is different from the TTY keyboard code and does not share state with it

just as `loadkeys` will have no effect on river as well

Hi. Once again a question about modes. I can't create mappings within a mode before it is declared. But I can create a mapping to enter mode foo befor mode foo is declared. Is that intended that way? Seems inconsitsent.
