finally found it, apparently .bash_profile allowed me to make the changes

deleting all other changes then will propose an addition to the documents to mention .bash_profile for arch users, changing keyboard layout should never be this hard (not just a river issue, seems to be wayland in general imo)

Feel free to change the wording, location, etc. I think the location for the proposed change is logical as people will probably learn that in wayland you change layout usually by the compositor's config file so the alternative should be mentioned where the 'official' instruction is.

No. Scratchpad is an additional tag or workspace, where any window can go, not just consoles. It has a special name, because it is used differently from usual workspaces/tags, because it is not switched to, but only toggled in and out of sight.

Sway has extra functionality for this, since it can only show one workspace per monitor. The scratchpad contains floating windows which can be toggled in and out on any workspace. With rivers tag system, the concept of a scratchpad is kinda obsolete, since any tag can be used like that. But the wiki entry essentialy describes how to make a tag behave more similar to sways scratchpad concept by not providing a keybinding to only show the scratchpad,
