riverctl says there are only a limited number and it doesnt seem that hard to let any key be a modifier

Nosrep: You also could look into wether kmonad or keyd helps your particular usecase. While I use those (on different devices, not at together ;) I did not completely get rid of those hacks. But that just me being wierd, I could have.
