ive noticed that if i mouse over a floating window like firefox's picture in picture it moves the background focus to the master window or whatever it's called

i was wondering how people managed multiple keyboard layouts/swapping to an international layout? i'm coming from X11 so i used to just use setxkbmap, but i'm not sure what the corresponding tool is for wayland.
