I've got it *mostly* automated, but not completely

with ensmallen it's super easy... I just type 'ensmallen-release.sh <major> <minor> <patch> <name>' and away it goes, but the mlpack release needs are more complicated

anyway, when this next release is getting closer to ready I'll send a ping with the things that need to be done, and we can figure out some way to split it up :)
