fwiw, I'm testing with two rpi4s one running libreelec and the other voidlinux. I'm testing on two TVs and have tested all the HDMI ports on the TVs as well as the HDMI ports on an rpi4

I have tested the libreelec rpi, but the voidlinux one works with a 24" monitor. The libreelec rpi has worked well for three years with my old TV

Back then it didn't work at first, but you had me add video=HDMI-A-1:1920x1080@60D to the cmdline.txt and that got it.

enabling upnp in kodi and streaming from something like vlc on windows works, if I recall correctly.
