I think we need to catch up to F37 first.

I think we could do hardware native builds too. I think that shouldn't be that big an issue within 6-12 months or to some degree now.

Of course not to mention the biggest issue from all: no psABI spec, no Profiles spec, no Platforms spec, no OS-A SEE spec, [no AIA spec, no IOMMU spec, etc]

I am really not worried about specs that would affect the "platform" like new interrupt controller or IOMMU stuff, as that is mostly drivers.

Profiles + psABI is what defines our ISA baselines and binary compatibility.
