In particular, I am confused about quicklisp. it maintains no system versions, and doesn't specify versions in dependency lists, simply piggy backing off asdf.

no other language I know of doesn't use versions. I know there is clpm/qlot, and I'm trying to use it, but I keep running into bugs. I also hear people talk like it's unusual to need the tool in the first place.

Common Lisp / ASDF does not proscribe any dependency resolution/management system or a versioning scheme. If you want npm/pip-like versioning and dependency management, ocicl is indeed what you're looking for.
