They've pointed me at the part of their T&C's that state the initial tax collection is just an estimate, and that they may adjust this by taking/refunding money without notice

They seem to have failed to include shipping cost in their initial estimation of (UK) VAT, probably systematically, and I intend to point this out to them

they also quoted EU VAT rules at me, who is in the UK, which felt nice and nostalgic but also a bit ignorant

In my case it has to cross the pond but it’s making good progress. I expect it will be delivered tomorrow. I also ordered a case 18 months after the Glasgow, according to crowd supply that hasn’t shipped yet. I assumed they would be shipped together.

If they were placed as separate orders they will ship them separately. I think they would combine them if both items end up being there at the same time but that does not seem to be the case for you. 🙂

but the fedex tracking has 'destination' as the town of the old shipping address which is apparently also still the billing address, so...

I used to live at A and that was shipping and billing address, then I moved to B and updated the shipping address, but the billing is unchanged (since it was billed ages ago). The shipment email says B, but the FedEx tracking (which just gives the town) says the town of A

Mouser owns CrowdSupply (since ~5 years ago). CrowdSupply is still run separately, but yes Mouser does fulfillment for CrowdSupply orders now.

oh, the crowdsupply website isn't making that terribly clear, I did try to check the about, privacy, contact and shipping section and the fulfillment mention was the only bit I saw about Mouser...
