<Lynne> the vulkan encode api is rather awful in terms of units
<Lynne> they don't let you encode your own, really, because shitty SoCs may not support certain features, so they would need to override SPS/PPS
<Lynne> and because the exceptions list would be too long, they don't provide one
<Lynne> (we're fixing that soon)
<Lynne> but what it essentially means is that you need to ask the driver to encode units, then you parse them, override yourself the values you want (timing, colorspace), then encode it again
