the previous ostree deployment is still on disk. there isn't an easy UX to access it, but you can find it in /ostree/deploy/$osname/deploy/.

if the content you're interested in is `/usr`, you can also look at the previous ostree commit via e.g. `ostree ls/cat/...`

if the content is in `/etc`, it should've propagated forward into the new deployment

but yes, the old /etc is also viewable in the deploy/ dir
