After digging around a bit, it seems that /boot/EFI/BOOT/grub.cfg comes from some custom magic on the BeaglePlay, and possibly also BeagleBoard-AI64 machines when building from meta-ti. It is supposed to be provided by grub-bootconf, and that also honours the timeout setting. Whereas on the resulting build, timeout is constantly "none", and the file is quite different.
