I don't think it's a bug. Just that my input stimuli aren't interesting enough (nothing from the VCDs suggest that the new sim/testbench behavior is wrong)

My guess is that because these are streams that don't complete in one cycle, there's no meaningful difference in old and new sim behavior

When an soc meeting next occurs I would like to attend it. I am curious (though I am in no hurry) on what timeframe it might be possible to do a test deployment on analogue pocket (cyclone v).
