I soon sent a reply to the question but then I received a "no such nick/channel" error. Am I correct in concluding that Libera won't deliver the message even if the user logs on again and gets that same name back?

And then there is the simpler option that I've seen suggested: leave a ncurses client running inside tmux/screen on a server somewhere. The reason for this is that in my experience most new OSS participants nowadays will typically never have used IRC before
