Out of this I think we'll be able to draw a more or less automated release procedure.

20:58 <headius> ok I have reviewed the PRs for 9.4 and rebased some and will circle back next week. Primary task for me next week is getting Rails working (prepend fixes) and starting to stabilize everything for release. We're almost there!
