<Eighth_Doctor> The gcc people do a bad job of planning these updates

<davidlt> Even for GCC we have months of non-released version in Fedora and no one complains.
<davidlt> If the schedule somehow is a problem here, we could pull in non-final binutils for a short period of time.
<davidlt> IIRC even new GCC mass rebuilds do not happen with the final release.
<davidlt> and I might pull in binutils 2.39 into Fedora/RISCV F37.
