side cutters, you snip the capacitor about halfway down. then pull off the rubber stopper and desolder the two wires that stick up from the pads
<ejs>
basically you're cutting the can in half, so that half stays on the board and half comes off
<ejs>
then you pick out the bits that are left.

you want to cut so that you are holding the cutters parallel to the two leads. if you go perpendicular, the cutters will squeeze the two electrodes towards each other which puts stress on the pads.

you want to minimize the amount of electrolyte goo kicking around before applying heat, and to remove the flux residue after soldering
