IIRC basically you start with a very small platform/soc-agnostic stage that has A/B mechanism for loading the next stage, load it and unpack it in SRAM

this one then do the DRAM init, follows up with SPL, and then U-Boot proper

I love VBE, simply because it's free of the (U)EFI stuff :)

the point of VBE is to have a stage that you NEVER need to update

and which is able to load the next stage, deciding which to take between A or B "partition"

yup, it's fine to still have the (U)EFI stuff, but I referred to not using the UEFI capsules for the firmware update
