yeah 'video=HDMI-A-1:1280x720@50' causes the TV flash between a black screen and 'No Signal'.

i have to clues about pi's but i seem to remember that some models have more than one hdmi outputs and they are not equal, i.e. it matters which hdmi output your tv is connected to

I might have kodi set to a 4k resolution. Is there a way from the cli to check this?

I don't know how kodi resolution settings can relate to the problem you're having. you can try temporarily removing .kodi/userdata/guisettings.xml I guess (backing it up so you can restore it). I still think that forcing hdmi video mode to value unsupported by your tv is probably not a good idea

Sorry I said I wasn't sure, but assume 1920x1080@60 would work as I saw that res in the output of xrandr. I've connected my laptop and 1920x1080@60 does work
