it took me like 24234135 attempts, but I finally found a working setup: "native" gamescope run as a completely different session, flatpak steam, uinput in kconfig/mdev and mdev scripts for giving user access to joysticks

somehow all of this still feels surprisingly simple. I didn't expect bluetooth to be so clean, I thought there were some udev shenanigans but no, the kernel has some super-generic interfaces for everything. I'm quite sure that bluez could go without dbus if somebody really wanted
