they are the ones making the releases

they want to contribute a patch, not update the chnagelogs, which can also probably conflict with other contributions that also change the changelog

updating documentation is part of making/contributing a patch. The patch author has a better understanding of the patch and its implications and will likely be able to write a better description of it. Conflicts happen, not just in the changelog. As a developer you deal with it.

also, how come foot.ini is in /etc/xdg/foot? what makes it belong specifically in xdg?
