btw, a use case for this could be for example an IRC client, running within foot in the background, uses OSC to create a notification, user clicks on notification, foot is raised to the top

an alternative solution would be to create a new OSC that allows applications to send a xdg_activation token to foot which it then uses to activate itself. but that would require specific application support whereas the the first idea would just require the application to use one of the dekstop notification OSC calls (or even just the BELL character)
