farkuhar: we should not assume that. The user might test some features in one login scenario, and use alternative features in another login scenario.

Most ports that list pulseaudio as an optional dependency will continue to work when the pulseaudio daemon is not running, but their functionality becomes more limited. If there's a port that fails to start at all, when no pulseaudio daemon is running, the port's README might be a good place to document that failure mode, rather than forcing the user to run a stacktrace.

in my setup mpv had issues with video playback which were not easy to figure out, when pulseaudio is not installed, but pulseaudio emulation files from apulse are present
