I just took a look at documentation/brief-yoctoprojectqs/index.rst and meta-poky/conf/templates/default/local.conf.sample and saw that  for the step examine Your Local Configuration file, the order from BB_SIGNATURE_HANDLER to SSTATE_MIRRORS
