pros: it's more generic, and independent of any quirks related to OTG pin. `*_notifier_call()` is only run if OTG pin is toggled. you can still have charging *without* that pin being toggled, as long as VBUS is supplied and chargeable battery is detected. the revised code should report reliably for those cases
