happens about 10-20% of the time. Using U-Boot 2022.10 with latest bl31 binary from Rockchip and latest ddr ram from rockchip (but using U-Boot for SPL)

also, figured out that if you reorder the A-TF loadables you can get more recent bl31 binaries from Rockchip to work with mainline U-Boot
