Whats the underlying audio system - alsa? Libreelec is always quiet compared to everything else (consoles, other computers etc) so have to increase the volume. The GUI volume is relatively high - and the volume amp option makes hte audio go funny. Its been like this on 2 TVs and 2 separate Intel NUCs (3rd gen and 9th gen). The same NUC with any old linux distro is not a problem either.

I had tried pacmd but says no daemon so assumed otherwise

The only thing I can get to work is amixer -N set 'IEC958',0 1+ toggle to mute and unmute, putting 5%+ or 100% etc comes back with an error

supposed to use -D pulse under amixer but doesnt like that

pactl set-sink-mute default sink toggle other -volume options do nothing too

IEC958 is digital out, so no volume control

also, pulse is running as system only, not session, indeed. i do not really know my way around there
