The most straightforward IntraBC implementation is to reuse the decoder motion compensation hardware to load the predictions.

That's where the delay comes from, because you need the results to actually have been written to memory before you then load them back again.

Hence also all the constraints on filters, because if they were present you would end up having to write a separate output surface for intraBC to use (just like you do with film grain if you apply it at the decoder).
