I spent some more time looking at mingo's header cleanups. For an arm64 defconfig with clean-14, this is what I get in terms of CPU seconds, excluding link time:

my problem is that now I'm stuck with optimizing asm/atomic.h, which takes too much time to compile and is needed everyhere: set_bit(), cmpxchg(), spin_lock() and mutexes all require pulling it in
