Great. As of now we do not have any doxygen in the build config afaik

i.e. we're using their comment format but nothing is actually building docs

once we do that we'll see the glaring holes in all of the things that could be far better documented :p

scopehal-apps and scopeprotocols are less important to have dev docs since they're not core public API as much (although we should have documentation for the protocol decode structs eventually)

but i want at minimum decent documentation of scopehal itself
