My personal choice for that would be nanoc, the static site generator. But it isn't as effortless. You would have to invest in a layout, a site design, etc. But you have complete control over everything, tracked by git as well.

A git wiki sounds like a nice compromise where developers can be developers and non-tech people can still read and contribute, I don't have any experience with confluence to pass judgement one way or the other, but you might find a better tool centered around the idea of a 'git wiki'
