i just don't want to put people in positions where there's a patch they can't use and have to avoid using due to unclear real names

Haohmaru: from maintainer PoV they just need to have some reason to consider that the code that gets integrated into OpenOCD can be legally integrated, and that's it. If some contributor lies about his or her name there's no way maintainers can verify that, so that's not something to care about.
