but galcore is able to run jobs at those freqs without GPU hangs, so maybe it is something other than regulators

though I have compared the registers in the IP domain and found no relevant differences, so I thought it should be something outside of it

I'm actually using a laptop one, because or all the other ones hang the machine under high load
