there is no real difference between moderators and owners, since to move a user from "moderated" to "default" requires owner priveleges

because the list is so low-volume, I suggest a single spam message will move someone down a step in the categories:

I can copy paste the policy from numpy-discussions and make that modification

that way we don't have to count 3 strikes like numpy-discussion
