I also want to know more about this. I believe that foot sends escape codes to the running program when you press Ctrl+sth, and it's up to the program how to handle the escape code

For example, Fish prints [1;5A when I press Ctrl+up, but Bash does nothing

However, st (suckless terminal) seems to just send "," when you press Ctrl+, whereas foot sends escape codes to the program

In Fish, I can fix the garbage emission with `bind \e\[1\;5A true`, effectively binding Ctrl+up to a no-operation

this is by design. Foot sends escape codes that are compatible with xterm's modifyOtherKeys=1. This is different from many other emulators.
