I think my issue was with SELinux labelling. I'm taking a step back and trying to read up as much of the docs as possible to gain more clarity.

<Matthieu[m]1> well, I guess your VM has network connection to the virtual network interface (something like 192.168.122.0/24), which means your VM cannot access to 192.168.1.1 directly.
<Matthieu[m]1> As a side effect, perhaps your apache server (on the host) is listening on the virtual network interface, meaning you could reach it from your coreos VM.
<Matthieu[m]1> During the setup of the network, you can add route to be able to route 192.168.1.0/24 addresses from your VM. here is the doc https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/7/html/networking_guide/sec-configuring_static_routes_using_nmcli
<Matthieu[m]1> I would recommand you set up the network inside the Fedora CoreOS livesystem (after booting the ISO file), then you can use the coreos-installer tool with the option --copy-network.
